On basis of balanced rating for period of one week costs show reduction of 41% compared with 20th September. Although there has been slight downward trend in most basic essential foodstuffs. over period of six weeks some like firewood still rising. Reduction in rehabilitation allowance from one dollar to 90 cents per diem possibly justified in theory but as prices fluctuate from week to week do NOT recommend any change November allowance. Prices should steady as stocks increase. Meantine will continue to keep rate under constant review,
